Ms. Naleisha Bally was appointed as Director of Board of the Trinidad and Tobago International Financial Centre Management Company Limited (TTIFCMCL) in March 2024.
Ms. Bally is a Certified Chartered Accountant having qualified in 2007 with the Association of Certified Chartered Accountant (ACCA) and became a Fellow in 2017. She also holds a Master of Business Administration from the Heriot Watt University in England.
Ms. Bally is a highly motivated career Public Servant having worked in various positions throughout the public service for the past thirty-five (35) years. She is now the Ministry of Finance’s Acting Deputy Permanent Secretary and is involved in the Treasury Division’s implementation of financial management accounting systems for the public service.
Through her job, she assures adequate accountability and transparency of all public money received on behalf of the government, and provides counsel and direction to Ministries/Departments/Divisions/Agencies, as well as manages the Public Financial Management Reform Programmes such as:
- Implementation of the Integrated Financial Management Information Systems (IFMIS)
- Introduction of International Public Sector Accounting Standards (IPSAS)
- Electronic Funds Transfer (EFT) Systems, and
- Reform of the Internal Audit in Ministries and Departments within the Public Services.
